Bury Metropolitan Borough Council (MBC) has completed the purchase of two buildings at Knowsley Place.
Crain's Manchester Business reported the council paid £12 million for the structures, which between them offer a combined 25,000 sq ft of modern office design space and a 55,000 sq ft, 115-bedroom hotel.
Councillor Bob Bibby, leader of Bury council, said: "The acquisition of these buildings is a good investment for the council over the next five years and will bring a much needed hotel to the town centre."
Knowsley Place is a joint venture between Ask Developments and Bury MBC.
Elsewhere in the region, the publication recently reported the former Mayfield Good station near Manchester's Piccadilly station has been earmarked as the site for a new 5,000 sq ft modern office design space.
If given the green light, the office interior space will be used as part of government plans to diversify departments and set up regional offices that are more in tune with the needs of areas outside London.
