The Northwest Redevelopment Agency (NWDA) has put forward plans for the creation of new office, retail and leisure space in Warrington town centre.
A 1.2-hectare site has been acquired by the organisation as the main site for redevelopment, which once completed could attract up to £80 million of investment to the town, the organisation stated.
Steven Broomhead, chief executive of the NWDA, said: "Warrington is a growth town; it has excellent transport links and plenty of out-of-town development but the huge potential of the town centre has so far been missed."
He added that this development offers a significant opportunity for regeneration and forms part of a master plan to stimulate commerce and growth in the town by 2030.
Elsewhere in the region, the Manchester Evening News recently reported that Manchester council has outlined plans to relocate the main offices of the Youth Offending Service.
A £328,000 office refurbishment is currently underway to accommodate the organisation at a former housing office in St Simon Street, Blackfriars.
